The investigation into corruption within the legal system began with former 404th state District Judge Abel C. Limas pleading guilty to racketeering in March 2011.

Already, Cameron County District Attorney Armando R. Villalobos has requested that the 12-count indictment against him be dismissed.

[Eduardo] Lucio, Villalobos’ former law partner, is named in six counts of the 12-count indictment that was returned against both he and the district attorney, alleging racketeering, extortion and fraud.
