Maintaining administrative oversight over the struggling Texas Windstorm Insurance Association is estimated to cost policyholders, whose premiums pay for it, almost $13 million through the end of 2013.

Between Aug. 1, 2011, and Oct. 25, the association paid five vendors nearly $2.3 million, according to information obtained through a request for public information.

They are spending over 6% of the trust fund on their friends.
