A plan to effectively abolish the Texas Windstorm Insurance Association in favor of placing coastal homeowners in an assigned risk pool, managed by a third party and overseen by the Texas Department of Insurance, is working its way around the Capitol in Austin.
The plan is the latest opus in the state’s long running struggle to repair or scrap the Texas Windstorm Insurance Association, the insurer of last resort for wind and hailstorms for more than 275,000 policies — about 90 percent of which are residential — in the 14 counties along the Texas coast, including more than 46,000 in Nueces County.
