State Insurance Commissioner Eleanor Kitzman on Wednesday told a joint committee of lawmakers that curing what ails the Texas Windstorm Insurance Association boils down to two fundamental questions only the state Legislature can answer.

“How broadly do you want to spread the risks, and how do you want to obligate how the association is funded?” Kitzman asked the committee that includes some of the most senior members from both houses, including state Reps. Todd Hunter, Craig Eiland, John Smithee and Sens. Juan “Chuy” Hinojosa, Joan Huffman and John Carona.
